Did the vet throughly check her trachea before saying it was asthma. I know some of the tests can be very expensive, but if she isn't getting any better then perhaps further testing is warranted.

This was my first thought, though I hope I'm wrong and it's really just allergies or something like that. I hope you can get some answers soon, and will keep your darling girl in my prayers.
