The behavior involves more than just meeting stranger on a walk. He does not respect you as the pack leader.

That needs to be established first.

Visit thedogchannel.com. Cesar Milan addresses this issue, extensively, as it is the root of most all behavior problems.

It's not enough to simply correct the behavior, you need to get to the root of the problem. Treat the disease, not the symptom

Learn how to teach your dog that you are the pack leader and you will deal with strangers.

When on a walk, first of all keep them on a very short leash. If they start to lunge at ANYTHING, simply say "leave it" and keep on walking.

Stopping to visit is not advised until they learn some manners, and learn that you are the boss.

Obedience class is probably an excellent idea also.
