Living in a retirement community, small town I guess I don't see alot of the things folks in bigger cities see. It may be illegal here or just not something that happens, I have never seen anyone selling or giving out pets in store parking lots or roadsides. If I did I would probably call the police because there is a reason they dont have elsewhere to meet people or other avenues of advertising/selling. I would assume the animals were sickly probably dehydrated at the very least.

There are places to meet people if you are afraid to have folks come to your home. The veterinarian of your dogs is a good place. Where is better and who better to help assess new owners then your trusted vet? With any luck the new puppy parents would use your vet and you could get updates or possibly run into them there=).

When I first got Joker my vet suggested I go to his office every saturday (busiest day) to socialize him with people and all kinds of other animals to begin his socialization for Therapy Dog.Maybe I am lucky to have a great vet but I know if I asked hey can I meet people in your office he would probably have coffee and a room available to me.
