Check under the tail to make sure there is no feces dried on his little rearend. He could also have full anal glands bothering him. Have his BMs been normal? Any problem/straining? If so, might need a teaspoon of pumpkin to loosen things up a little.

When mine did this, it was the first thing I mentioned. It was a nasty little mess glommed onto the hair under the tail. Every once in a while they do something like this to remind us they are a dog, afterall.
