I have five dogs and my oldest shihtzu marks. His belly band is always wet and i change it constantly. I have tried everything too. He is 6 years old and had started before he was neutered. He was neutered at 9 months but never stopped. I have been dealing with this for a long time and would do anything to stop it. He gets rashes from time to time my vet gave me some medicated pads to wipe him with when i change his pads. He hasn't had a rash since. If you find a solution, please let me know.
