Baer,

Try this. Get your friend with a yorkie to help you. Both of you have your yorkies on leashes and start quite some distance apart (like all the way across your yard). Your friend and her dog stay still. Make absolutely no move while your yorkie is spazzing out. The second he stops to take a breath, take a step forward. If he starts acting up, freeze (or even take a step back). When he acts the least bit calm, take a step forward.

It shouldn't take him too long to figure out that calm behavior = moving towards what he wants and spastic behavior = going nowhere. If he doesn't get it the first day, fine but do NOT let him go closer to the other dog. You do not want to reinforce bad behavior. Make sense?

You will have to practice this several times with your friend's dog. When he's got the idea, try the same thing with another dog. Be sure to start some distance away and only move closer to the other dog when your dog is behaving.
