if it's the bottom row of teeth, it's called an underbite - or some will refer to it as being undershot. Oscar has this - it's not a big deal at all. Dogs that are under or over shot can't be shown and as far as pets, it's purely cosmetic. They can still eat, chew, etc. as normal. You can't even tell Oscar is undershot.
