if he's just starting to learn, he's doing pretty good so far if hes just inches from the pad. that means, he smells it and knows he's supposed to go there, just all 4 legs arent in. you need to really watch him and his patterns at first and be able to put him on all 4s on the pad when he's ready to release. and when he's slightly off or off completely, say no (sternly, but dont yell to scare him) and push or pick him up onto the mat fully so he can finish. when he does make it, reward him or praise him (must be every time).

if you keep doing this, he'll eventually pick up that all of his feet have to be on the mat to be a 'good boy.'
