Just a quick tip. My pup Bitsy is the same way as far as not wanting to go on a soiled pad. I cut one pad in quarters and then cover the soiled area with the quarter sheet. She then pees on the area that she has not used as the used area is now covered and she can step on it. Hope this idea helps. Bitsy goes in and out of the doggie door at will and is actually not using the wee wee pad hardly at all any more but when she does it is on an unused portion.
