Sounds like she has a bee in her bonnet because she didn't get invited to the party. May be your mom should tell her you all aren't making excessive noise and sorry if you normal daily living is to loud for her. As for telling the landlord, tell her to do what she has to do. If you call her bluff she will probably back off. Don't be rude just be firm and sincere.
