Is the scent of his urine on the pad? When I took JoJo home from the breeder, she told me to let the pad get really saturated in the beginning before washing it. If the pad is clean, I would try turning it over where he urinated to get his urine smell on there.
You don't say how old your puppy is, but I am seeing alot of recent improvement and my puppy is a little over 5 month old. Also, he seems to have more accidents when we are not in the same room with him (he has a few areas in the house with ceramic tile floor), he gets excited and doesn't like to be alone, I think and starts to lose focus. Now when he is with us in a room he doesn't have many accidents but it was a constant "go pee" and placing him on the pad for a long time! Hang in there, hopefully it will click soon.
