If he is peeing all over your apartment then you have given him to much space to soon. He can't handle it , so go back to very young puppy training , small area of bed and pee pad until he gets used to where he goes potty. Then with time give him a bit more space but not the whole apartment. He is to young to handle it. About sitting in his pee, I don't know what to tell you, but it is kind of funny, you are going to have to move a bit quicker to clean it up.
