Embarassed Belly band question.......please help if you can

My boy is 16 weeks old and no where near potty trained. I attempted the crate training but he whine so much.......I caved in

Instead, I gave him a bedroom. I went placed vinyl carpet covering (clear) and placed about 5 pee pads. He has a more toys than I can count, a beautiful bed, his automatic water feeder, and free kible in his bowl. When I leave.........he, the poodle and cat stay in there and all is fine.

Anyhow, my problem is that he won't pee on his pee pads, nor will he pee on the plastic vinyl. Instead, he pees in the itty bitty bare carpeted spot by the door

As soon as I come home I take them outside.............he will NOT go until he comes back in. I tried the rewarding, and just about everything I have read. He pees everywhere in the house. He pees so much I literally have the steamer parked in the living room.

Someone suggested belly bands (which should arrive soon) and I have no clue how to use them. Do I put it on first thing in the morning? Leave it on when I leave? Strap it on when I arrive?

I am to the point of no return..........please help me. What else should I learn or attempt? I have sprayed on a special spray for dogs to "stay off", special carpet shampoos to remove the smell, etc

P.S. Winters here are harsh and my toy poodle never goes outside then. She is 100% bathtub trained. She pees and poos in the bath tub and I just pick up and flush the poo and rinse the pee with clorox

However, my guy is so tiny he cannot even begin to reach the tub (so it's out of the question).
