I have a friend who works in the O/R at the hospital and she brings me the blue sheets (water/liquid repellant sheets they use in the O/R) that have been dropped on the floor, etc. and are not considered clean. (though they are perfectly clean enough for my use.
I cut them about 8 inches bigger than the pee pad and put them underneath. they keep the floor perfectly dry.
These sheets may be available at a medical supply place. I love them and use them as drop sheets for painting, too.
