I agree with yorkiek9trainer. Top breeders offer health guarantees, but you would have had to sign that in advance. Lacking that, a breeder with morals would work with you. You could ask for a refund or ask for money to use for surgery, if that's an option.
Once the problem is documented with your vet, you should alert the breeder so they can consider no longer breeding the stud and/or bitch.
