I don't know about the out of country stuff but we travelled quite a lot with our last Yorkie. I always had his shot records, the name and info for his vet, list of medications and instructions, the name of his food and info on who to call in case of an emergency. I also took a jug of our water with us so I could mix it with the new water once we arrived so he wouldn't get upset. I kept his paperwork in my purse instead of in my luggage in case we got stopped and were asked for proof of ownership or shots.
