My dog is Litter boxed/ pad trained. At first you are just going to have to take the puppy very frequently to get used to the new potty place, give a treat (small piece) and give lots of praise.
My dog is 18 mo old and hardly ever has an accident, she gets up in the early morning hours (to go to the laundry room) to go potty. If your house is big, I would suggest having 2 places for pee pads and then as the puppy gets older just going to one. We have an upstairs so we have a second one in my daughter's bathroom upstairs that she uses.
Are your other dogs marking in the other places where the puppy is going?
That might be why he is going in a place other then the pads.

Takes alot of patience and time, We take our dog with us when we go out of town and it is really nice having her ableto use the pads in our hotel room instead of trying to find a suitable place in a strange area.
