a suggestion I have the same set up for my dog (in the kitchen with pads and things) He was doing that for a while too. Then I read in Yorkies for Dummies that dogs don't like to pee in their 'house', and their "house" would be anything that smells like people live there. So, that's why they tend to pee in hallways or corners, or under things... because you don't really "hang out" there, so your scent isnt there.
So- long story short... we started hangin out with Charlie in the kitchen, and we sit on the floor with him playing. we moved around periodically, so eventually we convered "hanging out" everywhere except for the potty pad area.
He hasn't gone elsewhere since.
It might just be something that worked for us... but I'd try it. Can't hurt.
