I had been using cloth pads and was trying to come up with a better solution since I was constantly washing them and my puppy also was showing an interest in dragging them around.

I searched the Internet and found an Indoor Potty which I am very happy with. It has a plastic base with an indentation to place newspaper. It then gets covered with a plastic grid. The benefits are no more wet paws, it can't be moved unless I move it, no more washing, and it the newspaper doesn't hold the smell of urine like the cloth pads did. I just ordered another one for the upstairs.
