I don't know if this is your first yorkie, but yorkies make many trips to the vet and if you make a commitment it is going to be from the beginning. Personally, I would take the dog to the breeder/seller and ask for some of my money back--10 months is late on puppy teeth and spaying--imho--and fixing the hernia sooner rather than later. If the seller is willing to work with you--maybe her vet will give you and her a better price and you can split the vet bill--or I would return the puppy now. Sounds mean but never get a puppy without a contract--what about a health warranty? LP is heriditary and this lady should stop breeding this line.
