Oh Jessica, I feel for you. I really don't have any advice, it's like jumping into one fire and jumping right into another. If it was my Tika (I've had her since July) - I would do anything for her, I'm too bonded with her and she's like a daughter to me. I'm a believer of "things happen for a reason" and "things will work itself out - just keep the hope and faith".
Can you ask your vet if he/she can put you on some sort of payment plan to pay for the surgery if she needs it? If you explain your situation, your vet may help you out.
