It may not seem fair to one dog to take its toy away because it makes the other dog bark --- but I would. I'd just find them something else to do - that doesn't cause barking.

Personally - I think the more you let a dog bark - the more it is going to bark. From the get-go - I have always done whatever I needed to do to discourage or stop barking with any of my dogs. And - my dogs rarely bark today.

*** I'd have a headache too.
