I think every country is different. Some countries, even different cities allow for breeding with no regard to what the standard of the breed is, which is probably why it seems that our country is more concerned about size. Reputable breeders would never breed a large yorkie because that would encourage others to think it is ok to breed your dog no matter what size/shape/age. I'd want to get what I paid for and not be lied to. I wouldn't love my pup any less whether big or small but if I want a yorkie I want it as close to the standard as possible, otherwise there other plenty of toy breeds that are 10lbs and over and there are also plenty of small dogs at the local rescues.
