Crate training like the others suggest is good. But if you want to train to the pee pad. here is how I did it.

I confined them to the kitchen, and put a pad in the various spots where they choose to go. When they were consistently using the pee pads, I started moving them all towards one spot. If they went back to where the pad was befoe I moved it, I sat a bed or toybox over that spot.

Eventually I had them down to one pad, and I put that one inside a shallow under the bed storage box.

then I installed a doggie door. so now they mainly go outside, but if it is raining, they use the box.
