I honestly don't think that the owners care much for him. Our neighbors that keep him feed most of the time are planning on taking him and getting him bathed to get rid of possibly any fleas and letting him stay in their house this winter. The other neighbors won't care at all. Their druggies anyway sometimes I don't know that they even think they have a dog.

Anyway sorry again for rambling.
That's terrible! I hope your nieghbors are able to take him in for the winter. I can't believe how so many people let there animals roam. My parents neighbors let there cats roam the neighborhood, and because of this I have a strong dislike for cats. These cats constantly pee and poop in our yard, the cat piss smell, just everything!
