Have you tried crating him when you're not home? Put him in a crate that's only big enough for him to turn around and lie down. The theory is that he won't pee in the crate if he has to sit in it and it'll teach him to hold it until you get home. I know you said you don't want to confine him, but it seems to me the only way he is going to learn. You're the boss here and you have to let him know it!!
