this is definatley a PUPPY MILL. i would contact the local paper or animal control office for that area and report this. i don't know tx law but here in va, you cannot have more than 4 animals in a household. there are puppymills getting raided all of the time. please report this. those poor dogs do not deserve this. and jeff dane needs to be put away.
