I think that there is an oatmeal spray that is available. My vet had given some to me before for the Miniature Schnauzer that I used to have.. She was allergic to grass and it was the only thing that would relieve her skin ( RIP.. my little sweetie.... we had her for 16 years... and celebrate the wonderful years that we had with her). A spray would be a lot less messy than any balm... plus it has the benefit of the oatmeal.
Take care of that sweet little furbaby.... we will be hoping for a full recovery!
