The ONLY way I got Stedman trained (he goes potty outside, in the backyard) was to take him out
ALL the time. I know you are in a condo, but TRY and take him out as OFTEN as you can until he get's the hang of it. I know that is hard with where you are living, but the more often you take them out, the better. EVERY SINGLE TIME you take him outside, tell him (whatever his name is...) "GO POTTY" and keep saying it ever so often until he actually goes. When he DOES go, PRAISE HIM and say "(whatever his name is) GOOD BOY!!! YOU WENT POTTY!!! GOOD BOY!!!" And then pet him and let him back inside IMMEDIATELY. If you stick to this, every single time, without fail...he will get the hang of it, I promise. It takes a little time, but it DOES work. And - do not bring him back inside UNTIL HE GOES.
Also, if he does have an accident inside the house, and HE WILL, DO NOT SAY HIS NAME, but take him over to the spot and show him what he did and say, "BAD BOY! NO POTTY!" using a
stern voice, then IMMEDIATELY put him outside and tell him to "GO POTTY" (which he probably won't go again) however, this is just to let him know that he is supposed to go, OUTSIDE.
