My dog always bites the leash and puts it in his mouth once it is on. He doesn't bite through it through, he just does it so he is more in control of the walking.
It's kind of like a bite the leash, tug on me to come on motion. That was a great idea about having a chain leash for awhile until they realized it wasn't going to feel good to bite on it!
