In Canada this is so true, its is almost impossible to buy a yorkie with breeding rights unless you spend thousands (for pet quality) or for a yorkie several years old (still thousands). We only have
one registry and it is not a common thing to buy a registered dog with breeding rights, its almost unheard of. I see so many dogs on YT with full registration from so many registries its mind boggleing (sp?).
