They usually say that around the 10th day after she first comes in heat is the day to start breeding them. You may need to assist them. She sounds like she is flagging, flirting and lifting her tail to one side, this all means she is ready to accept the male. However, some females won't hold still long enough and you may have to hold her still so that he would be able to mate with her. This is probably the best way to do it as she may move once they tied and could drag the male around and actually hurt him by doing so.
