Last night at puppy school, the teacher said to walk your puppy in circles when you want him to pee/poo. This is because they do a circle walk naturally before going. As he/she starts to pee/poo, say "potty". She said that by doing this you will eventually get your puppy to potty on command. I observed this when we were outside on a potty break and it really worked. The trick is that if the puppy needs to go, he or she will!
