I agree with everyone's comments - the girl is irresponsible, neglegent, and down right criminal (abusive) in her actions. No living thing should be treated in such a way - much less our beloved Yorkies.
Do whatever it takes to get the baby away from her - but in my humble opinion - it must be reported to someone - action has to be taken - I don't want her to be able to go out an get another Yorkie and neglect and abuse her !!! I'd be calling the newspapers and television stations - kidnap the baby if I had to to bring attention to this woman and what she is doing! God forbid she successfully breeds her and perpetuates the problem.
PLEASE take action !
