Are you leaving him outside alone to go poop? Maybe you should try staying outside with him while he does his business...and make sure you assign a word to the action. Just keep saying something like "Go poopee..go poopee..go poopee" over and over again, and when he finally does it, give him a huge treat and praise him. I know it sounds stupid but believe me, it will eventually work.
As for peeing in the house, it sounds like you might have to crate him for the first several weeks. I'm not too sure of the procedure for crate-training, but everyone I know who uses it has really well-trained dogs.
