Aw poor little Chloe, I think dogs are are like children ,they are all unique! She might just take a little longer to get used to different situation's,she is just a sensitive little one who know's that she is safe with her mum and is wary of everyone else.It will take a while to build her confidence and is best done slowly,wishing you luck Julie
