My yorkie Pete was also a little shy guy especially when it came to number two's, so I was constantly finding surprises when I looked behind our couch. I ended up blocking the sides of the couch so he couldnt get back there and found a more private area for his pee pads, it took a little time and a few more accidents but he eventually got it.
