I have two suggestions.

1. When people reach out and try to grab your yorkie, warn them that it bites, whether this is true or not. In Debbie's case it is.

2. When someone asks you a personal question that you don't want to answer, turn the tables on them and ask them why they want to know? This puts them on the spot and might even embarass them. You are under no obligation to answer anyones' questions, especially a stranger's.
