A large area rug will help with the cold & noise but your pup still may use it for potty. They seem to prefer the rug to the hard floor. However, if you just get an inexpensive one from Walmart or such, you can ditch it when you are done with potty training & move on to something nicer., The throw rugs are just for foot wiping ability, they don't really do anything for the cold or noise.
