Don't just praise him. Give him yummy treats and praise him lavishly in a little-girl voice. Make it a party! He's the best dog in the world!
When you can't watch him, can you not either 1) put a lid over his pen or 2) contain him in a small room that doesn't have carpet and is covered in paper? (like a bathroom or laundry room?).
Be sure that you don't reprimand him too harshly for peeing on the carpet. That leads to a dog who hides from you when he has to go. Instead, if you catch him in the act, interrupt him and hurry him outside. If he's already finished, quietly clean him up and vow to figure this out.
