Sometimes the breeders can just miss them if they are hidden with all the hair that is on their legs. Diamond's were removed when she was a baby by my breeder but only her front legs. I noticed a couple months back that she had them on her back legs. When I asked the breeder about them, she told me she could have sworn she checked back there and she must have missed them...she felt embarrassed though for not getting them.
When I got Diamond spayed at 7 months, she had her dewclaws removed as well and she didn't seem to be in much pain, they just wrapped each back leg up with a bandage and put stitches there. They healed very nicely.
