Your mom dog could easily not have worms, because she is on HW (which do you use by the way?) I assume these are round worms, which can easily be picked up on her feet when she goes outside, she licks her feet, licks the babies, voila, round worms. It is normal practice for breeders to worm their pups, whether the mother has worms or not. The ONLY time you wouldn't have to do that is if your dogs live in individual kennels, and never go outside.
