I would go back to crate training. I'm not sure about putting them together though. Maybe someone else can give advice regarding them being in the same crate. But I would go back to crating them.

Don't give up. I know it's a challenge. I crate Kiki and I also bought a belly band for him when I can't keep my eyes on him 100%. He is 10 months old and is doing a lot better.
