Boy! I don't know. I can only think of two things. How about his sight? Are his eyes milky looking, such as with cataracts? Second would be to put sides on the stairs so he would be more secure or to add a ramp to see if he feels more secure using a ramp than stairs. Otherwise, I'm sorry, but I can't imagine what it would be if his legs are working ok. Let us know if anything works or you learn anything else.
