IN my opinion - any facility that houses dogs OUTSIDE in all the elements are a mill. No dog should have to spend cold winters and hot summers sitting inside a cage with nothing but wire to stand on. 
I could care less if the Amish run them or the Pope (NOT intended to offend anyone) but a Mill is a Mill - there are bad ones.... really bad ones - and just plain Evil hell holes.

I just can't really say at all. I do know around here alot of the kennels(like boarding kennels) are like that too. Plus it might even have been a dog auction
