I would do the soaking method, since not all her teeth are in.
Dry Kibble won't hurt.
But more important I would take her to a VET and ask him about her teeth.
I have bred Yorkies for 6yrs, All my pups have all their teeth no later than 7weeks.
As for the shots, why the Breeder?
I use to give my pups their shots, until I read about the sensitivity of the live viruses. I realized I was taking a chance, no more.
I take all mine to the Vet. Some of those shots are very sensitive to heat.
I know and trust the Vet Clinic in making sure the shots are refrigerated properly.
So I should pick up the dry kibbles? I remember when I got Sadie her teeth didn't come in for a while either. It's only Lillie's front bottom teeth that haven't poked through the gum yet...I can see the tooth under the skin and she chews EVERYTHING! She goes to the vet on Thursday...I will be sure to mention this to him..
The breeder does not "charge" for the shots...she asks for donations...all the money goes to the dog officer(it's a no kill shelter) to help buy food, blankets toys and any vet cost for the animals...I thought this was a good thing. I did this with Sadie as well. The breeder keeps all the meds in her fridge...I am there when she takes them out..I did discuss this with my vet and he said that would be fine...
