I leave dry kibble & water in my puppies area all them time.

I weigh my puppies several times a week.
Since yours is older, yet very tiny. I personally would do the same thing.
They don't over eat, there are times you need to keep an eye on one or two.
But the majority is they do not over eat.
You want them to maintain a healthy weight.
