He gets away with it for many reasons.......
1) People don't know better - they don't do any research about the breed.
2) Many people want "teacups". I can't tell you the number of emails I get from people who are looking for teacups. I try to educate them but all they hear is "blah blah blah".
3) People think the smaller the better. They want an accessory not a puppy.
4) People think the more expensive the puppy the better it is.
5) There is little to no oversight by any agency - government or otherwise - to prevent this establishment from being shut down.
6) He is making money so he is still in business. As long as there are ignorant people out there supporting puppy mills, they will continue to stay in business. I'm in PA only about 40 miles or so from "Puppy Mill Central" which is Lancaster a.k.a. Amish country. I hear the horror stories about puppy mill puppies from my wife who is a vet tech. She sees it every day at work........its so sad.
