i have a similar neighborhood here in Indy. I have followed 2 different dogs after dark and tried to take them home but they were "less than responsive". A little black poodle hid from me, in what I hope was HIS back yard. And a black lab got a little aggresive and i quickly retreated. I can't help it when I see one loose. Even if the owner doesn't care, or realize, that they're out, I think, if it was me, I would want someone to let me know. I completely understand your frustration! Vent on sister!!! Both owners had no idea of my good intenions. I haven't seen the poodle again, but the lab gets out quite often. He's not been neutered and has been known to jump peoples fences into their back yards. Come on people. Take responsibility and treat your pets like pets.
