Those pups need to be nursing...get the mom down and get a pup on a teat....take it between your fingers and with your other hand force(gently) the pups mouth open and on it and hold in position . If they will not latch on begin supplementing with goats milk or Esbilac. Make sure the pups are warm before you try feeding them.
